These occurrences compel the Region 159 Board of Directors to reaffirm the "Zero Tolerance Policy" in both Area E and Region 159, aimed at preventing such behavior.
This policy applies to all referees, recognizing their commitment and volunteer efforts. They are parents and community members like everyone else, striving to officiate to the best of their ability despite inevitable human errors. It's crucial to support and protect them.
Key points of the policy include:
- Respect for Referees: All individuals, including coaches, team managers, and spectators, must uphold the authority of referees and refrain from aggressive behavior or disputes.
- Field Conduct: Coaches and spectators are prohibited from entering the field of play unless authorized by the referee.
- Behavior Expectations: Yelling, criticism, sarcasm, harassment, or intimidation towards referees is strictly prohibited at all times.
- Communication Channels: If there are concerns or questions about calls or game rules, individuals are encouraged to contact the Regional Referee Leadership Team.
- Enforcement: Violations may result in ejection from the match and disciplinary action by the Region 159 AYSO Board of Directors.
By adhering to this policy, we ensure a respectful and safe environment for all participants in Region 159 matches.
Enforcing the Referee Zero Tolerance Policy
1. If a coach or spectator questions a referee's call inappropriately, the referee may halt the match, retrieve the game ball, and invite the coach for a conversation on the field.
2. During this conversation, the coach may be informed of three key points:
- The purpose is not to debate the call but to address unacceptable behavior.
- The coach has two options: return to their coaching area and adhere to AYSO philosophies, or leave the playing facility.
- Further disruption may result in the coach's removal from the match.
3. If the referee is a Youth Referee, they may halt the match, retrieve the game ball, and seek assistance from a board member, appointed marshal, or senior referee.
4. Any coach or spectator verbally abusing a referee may be immediately dismissed, with "verbal abuse" including foul and abusive language, as determined solely by the referee.
5. Post-match incidents of coach/spectator misconduct will still be reported and may result in disciplinary action.
6. Board members, appointed marshals, or referee leadership team members have the authority to dismiss individuals for irresponsible behavior, even without the referee's intervention.
7. Referees must report any coach/spectator ejections, prompting an investigation by the Region Board of Directors to determine appropriate penalties.
8. The Board reserves the right to investigate unreported instances of referee or volunteer abuse brought to their attention by any individual.
9. Penalties for misconduct are at the discretion of the Board and may include suspension from future games.
